La Carlota was once known as "Mangkas", the name of a brave and noble warrior of the Negrito inhabitants. The place started as a barrio of San Enrique and only received its full status as a town during the last part of the Spanish era. The city’s present name was derived from the wife’s name of a Spanish official, Capitan Enrique who showed compassion to the natives and cared for the sick and poor. On June 19, 1965 by virtue of Republic Act 4585, the municipality of La Carlota was converted into a city.
The City of La Carlota is the only landlocked city in the province of Negros Occidental. It is approximately one hour from Bacolod City by private car and a little more than an hour through public utility jeepneys and buses via the national highway. The city can also be reached in about 40 to 50 minutes through the interior barangays of Bago City.
La Carlota City celebrates the Pasalamat Festival every May 1st. It is a three day festival as a thanksgiving for the bountiful harvest. The festival attracts local and foreign tourists because of the colorful costumes and parade floats which were made of indigenous materials. The merrymakers dance to the unique and original "Pasalamat Samba Beat" played by local drumbeaters using percussion instruments.
Famous tourists’ destinations in the city are the Our Lady of Peace and Good Voyage century-old church located at the heart of the city; the Guintubdan Visitor’s Pavilion and Garden with its eight scenic waterfalls; the Iron Dinosaurs of Central Azucarera de La Carlota; the Infante Heritage House and the La Granja Agricultural Research Center.
